What's the "worst-best" Franchise in history? A franchise that has always been good but never good enough.

I'd have to say the Bills franchise. They went to four consecutive super bowls, lost all of them, were under oppression by the Patriots for 21 years, and even now have lost to the Chiefs in the AFC championship.
