All-time win-loss % without Jordan: 46.2% (would be 22nd of 30 active franchises; with 0 Finals appearances, one of only 7 teams with no Finals appearances)
The only teams with both 0 Finals appearances & a lower all-time winning % are relatively recent small-market expansion teams (Hornets, Grizzlies, Wolves), and a franchise that was run by a racist cheapskate for decades (Clippers).
Playoffs:
All-time win-loss % with Jordan: 66.5% (again, for context, Lakers are 1st all-time at 60.1%)
All-time win-loss % without Jordan: 40.6% (would be 26th of 30 active franchises; ahead only of the Nuggets, Grizzlies, Hornets, Wolves)
Summary: in the 40 or so years the Bulls have existed outside of MJ, despite representing the largest market outside of NY/LA, they have performed worse than pretty much every team in the league with the exception of a trio of small-market expansion teams (Hornets, Grizzlies, Wolves).

EDIT: to the people that are highlighting to me that their uncle would be their aunt if they were deprived of their penis, while I don't agree semantically, I sympathize with the point, but you're missing the point. My point is to highlight the fact that the Bulls have existed for 40 YEARS without MJ as a very large market team, but in those 40 Jordan-less years, the organization has been relatively inept in fielding competitive teams.
To the defensive LeBron fans who keep bringing him up despite no mention of him - yes, LeBron is also a very good basketball player, and for the record the Cavs' all-time win % drops by 4.5% if you exclude LeBron's tenure (very comparable to Jordan's 4.7%).
