Should we look at Tony Romo’s career differently with the knowledge that Jason Garrett was either his offensive coordinator or head coach throughout his entire career?

Considering how bad Garrett is and was at both jobs, shouldn’t Romo be considered for the HOF? I can’t think of a QB who had worse coaching throughout an entire NFL career.
