Why did Tim Duncan never win a DPOY?

He’s widely seen as one of the greatest defenders ever, but as far as I’ve seen he’s never even finished top two in DPOY voting. Was this a result of competition for the award being strong (Ben Wallace and Dwight Howard later on)?
